Eu vim até à India porque queria muito fazer um estágio na organização Neighbourhood Community Network (NCN), uma ONG que tem por missão promover o conceito de parlamentos de vizinhança.
De uma forma muito simples, parlamentos de vizinhança são reuniões, com regras estabelecidas (habitualmente em círculo) de forma a permitir que todas as pessoas que as integram participam. Elas propõem, são escutadas e tomam decisões consentidas conjuntas para o bem comum.

Este tipo de metodologia foi introduzida, na Índia, pelo Padre Edwin Maria John, no final dos anos 70. É aplicada essencialmente em bairros e escolas, tendo em consideração a area de residência dos seus participantes. Desde então tem havido uma grande evolução e actualmente existem mais de 200.000 “círculos” a decorrer regularmente, na Índia!
Existem vários tipos de “círculos” embora a estrutura base seja basicamente a mesma.
Um exemplo são os círculos em escolas, que têm a denominação de Children's Parliament. Neste projeto específico, a NCN tem parceiros de peso a apoiá-la e, na verdade, foi distinguida pela UNICEF pelo trabalho realizado pelos direitos das crianças. A NCN tem ainda o estatuto de consultor (“special consultative statues”) com a ONU nesta área.

Durante 15 dias, de uma forma intensiva e estruturada, a equipa da NCN proporcionou-me a visita a vários sítios onde estes ciclos são realizados.
Estive em escolas e bairros no centro de Nagercoil e em locais como Palliyadi, Kovalam e Valladam. Presenciei círculos formados por adultos e crianças e procurei compreender o seu funcionamento.
Tive a sorte de testemunhar um acontecimento desportivo de relevo numa escola e fiquei surpreendida com sofisticação e a formalidade do mesmo. Não é uma festa comum escolar; é um acontecimento que reúne toda uma comunidade!
Pude ainda assistir à introdução dos parlamentos de crianças numa escola, ao treino de facilitadores desses mesmos ciclos e de sentir algumas das possíveis dificuldades de implementação (o que para mim é tão importante como conhecer a técnica).
O Padre Edwin teve ainda a gentileza de me levar a Trivandrum, no estado de Kerala, e assim dar-me a chance de perceber como funciona a organização Kudumbashree - organização que tem por missão o emporwerment de mulheres e a erradicação da pobreza e utiliza também a técnica dos os “ciclos” de bairro.
Aqui, os resultados alcançados são de tal ordem significativos que a sua metodologia está a ser escalada nacional e internacionalmente.
O Governo de Kerala, que apoia estes grupos de vizinhança ou "ayalokottams" de mulheres pobres, também tem promovido em cada unidade de governança local assembleias de bairro ou "ayalsabhas", onde os representantes de todas as famílias de determinada área geográfica se reúnem. A participação da governança local começa na base, nessas assembleias de vizinhança, e actua também nas assembleias da área que eles chamam de “ward sabhas”. Por fim, surge o conselho “panchayat” como o terceiro nível.
Atualmente, Kerala é o estado com maior índice de desenvolvimento, educação e participação feminina do país e (foi-me orgulhosamente explicado) tido como modelo exemplar nacional.
Em todo o lado fui recebida com curiosidade, simpatia e generosidade, fazendo sentir-me bem mais importante do que sou. Como uma embaixadora de Portugal!
Fiquei sensibilizada com o cuidado e ternura com que fui sempre tratada pelas freiras do Convento “Holy Cross” bem como a atenção, profissionalismo e simpatia da equipa NCN (em especial o Padre Justus, a Irmã Chinnarani, a Rexseline, o Padre António, a Irmã Celestina e a “Madre Teresa”).
Estou profundamente grata ao Padre Edwin pela possibilidade de conhecer, em tão pouco tempo, tanta gente tão bonita e confirmar que os sonhos são efetivamente possíveis de ser concretizados. E, sem estar à espera de tanto, é com sentida amizade e reconfortada pela sua inspiração, que seguirei caminho.

I came to India because I wanted to do an internship in the Neighbourhood Community Network (NCN), an NGO whose mission is to promote the concept of neighbourhood parliaments.
Simply put, neighbourhood parliaments are meeting forums, (usually in a circle), with established rules in order to allow all people to participate. People propose, are listened to, and make joint consensual decisions for the common good.
This methodology was introduced in India, by Father Edwin Maria John, in the late 1970s. It is essentially applied in neighbourhoods and schools, focussing on the area of residence of its participants. Since then there has been a great evolution and there are currently more than 200,000 "circles" going on regularly in India!
There are several types of "circles" although the basic structure is basically the same.
One example is the circles in schools, which have the name of Children's Parliament. In this specific project, NCN has strong partners supporting it and, in fact, it was honoured by UNICEF for work on children's rights. NCN also has a special consultative status with UN in this area.
For 15 days, in an intensive and structured way, the NCN team offered me a visit to several sites where these circles are held. I have been to schools and neighbourhoods in Nagercoil and in places like Palliyadi, Kovalam and Vellamadam. I witnessed circles formed by adults and by children and tried to understand the system of operation.
I was also fortunate to witness a major sporting event at a school and was surprised by the sophistication and formality of it. It was not just a common school party; it was an event that brought together a whole community!

I was also able to see the how the children's parliaments are initiated in a school, the training of facilitators of the same circles and some of the possible implementation difficulties. It was important to me to know the relevant techniques.
Father Edwin was also kind enough to take me to Trivandrum, in the state of Kerala, and thus give me a chance to see how the Kudumbashree organization works. Its mission is the empowerment of women and eradication of poverty and it uses the technique of neighbourhood "circles". Here, the results achieved have been of such significance that their methodology is being scaled nationally and internationally.
The Government of Kerala, which supports these neighbourhood groups or “ayalkoottams” of poor women, has also been promoting in each local governance unit, neighbourhood assemblies or “ayalsabhas” where representatives of all families in a given geographic area come together. Local governance participation begins at the base in these neighbourhood assemblies, and proceeds too area assemblies which they call “ward sabhas” and finally comes the "panchayat" council as the third tier.
Today, Kerala is the state with the highest rate of development, education and participation in the country, and (I was proudly explained) is a national model being imitated.
Everywhere I was received with curiosity, sympathy and generosity, making me feel more important than I am. As an ambassador of Portugal!
I was touched by the care and tenderness with which I was always treated by the nuns of the Holy Cross Convent as well as the attention, professionalism and sympathy of the NCN team (especially Father Justus, Sister Chinnarani, Rexseline, Father Antonio, Sister Celestina and "Mother Teresa").
I am deeply grateful to Father Edwin for enabling me to meet, in such a short time, so many beautiful people and for confirming thus that the dreams are actually possible to be fulfilled.
Without waiting for so much, with this heartfelt friendship and comforted by his inspiration, I will follow my path.
